Major Donald A. Lowe is the Chief Deputy of the department, appointed by Sheriff
Fortune after the Sheriff was elected to office beginning January 1, 2000. Major Lowe is the second
of three generations of law enforcement officials that have served the citizens of Louisa County and
has more than twenty years of law enforcement experience.
Major Lowe moved to Louisa County in 1976 and has been active in public service beginning with
volunteering as a member of the Mineral Volunteer Rescue Squad, obtaining the position of Captain
and Cardiac Technician - Advanced Life Support along with several other qualifications and
Major Lowe started his law enforcement career in 1987 as a Deputy Sheriff with the Louisa County
Sheriffs Office after serving as the Coordinator of Security Systems at North Anna Power Station.
During his career Major Lowe worked on many high profile cases. He was assigned to the Narcotics
Task Force where he was recognized by the United States Customs Service for his outstanding
efforts during the investigation of a multimillion dollar, international Jamaican drug smuggling
operation that was active in several different states. Major Lowe has received several awards and
official recognition during his law enforcement career.
Major Lowe is married to the former Teresa Grimm of Mineral, and has two children, Jennifer Lowe
Wilson and Dustin Lowe. With the addition of twins born in May, Major Lowe and Teresa have 5
Major Lowe is the Sheriffs "right hand" and works closely with him in all aspects of the department.
As a team, Sheriff Fortune and Major Lowe have been very successful in their efforts to ensure the
safety of the community, leading the department into the future and maintaining a good quality of
life in the county.
