On December 5, 2005, the Louisa County Board of Supervisors adopted a Shoreline Management Ordinance that amends the current Zoning Ordinance to include specific use and design standards for the Lake Anna shoreline. The ordinance is the first of its kind on the lake and is largely the product of a Shoreline Management Committee that was appointed by the Board of Supervisors in November 2004. The shoreline ordinance was amended on April 2, 2007.

The ordinance addresses water quality, public safety, and quality of life issues and endorses Dominion's General Guidelines for Construction and Use Agreement as enforced by Dominion along all shoreline associated with the North Anna Power Plant. The ordinance also encourages citizens and developers to use the local expertise of the Thomas Jefferson Soil & Water Conservation District in developing creative methods of erosion & sediment control and shore line stabilization, in addition to those methods described in the ordinance.

Louisa County's Community Development Department will be working with applicants to apply these use and design standards in a fair and equitable manner. Staff will also work with applicants to guide them through any special exceptions that may be requested by the Planning Commission.

Reflector Requirements for Structures on Lake Anna - Please be reminded that the requirement for reflectors, to be installed on structures extending over the waters of Lake Anna, was effective November 1, 2007. Click here for the reflector requirements.

  • Construction and establishment of residential common areas
  • Construction and establishment of commerical areas

  • Land disturbance of 10,000 square feet or more
  • The construction of single-family homes

  • The construction of or addition to lake structures
  • Lake structure projects without land disturbance or
  • Lake structure projects with land disturbances under 10,000 square feet

  • The installation of shoreline stabilization measures such as Rip Rap and Bulkheads (where land disturbance is under 10,000 square feet) or a Landscaping measure such as a Beach

  • Specific information is required when applications are submitted for a Shoreline Special Exception.
