TITLE: HVAC Technician II

GENERAL STATEMENT OF DUTIES:
Performs skilled master level commercial heating, ventilation and air conditioning maintenance, troubleshooting, repair and installation functions.

CLASSIFICATION SUMMARY:
The primary function of an employee in this class is to perform preventative maintenance and repair duties involving primarily commercial HVAC, electrical, pneumatic, and plumbing systems. An employee in this class may be assigned to other maintenance duties in the assigned department. The work is performed under the direct supervision of the General Services Director and Maintenance Technician II when necessary. The principal duties of this class are performed in a public building environment that may include working on rooftops and in adverse weather conditions and hazards involving the use of power tools and equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
(may vary with specific positions; this list is not exhaustive and may be supplemented as necessary):

  • Performs installation, preventive maintenance, troubleshooting and repairs on all gas and electric heating and ventilation equipment, boilers, control systems and associated computer control systems. This will include cooling towers; chillers and chemical feed systems for scale and corrosion control.
  • Repairs, troubleshoots or replaces electrical components such as wire, contactors, starters, relays, overload heaters, motors, compressors, flame guards, pilot igniters, and related fail safe controls on large and small air conditioning and heating equipment.
  • Lays out and installs metal, fiberglass, flexible ductwork, diffusers, grilles and turning vanes.
  • Installs piping and pumps related to the HVAC trade that transfer water, oil, refrigerant and chemicals for system water treatment.
  • Analyzes gauge and meter readings relating to pneumatic air, water pressure, water chemical and solids content, refrigerant pressures, oil pressure and contaminant content.
  • Maintains written or computer based logs on preventive maintenance, cooling tower water use, filter changing, belt life cycle, bearing life cycle and cooler pump life cycle.
  • Enters new data into computer base on Energy Management Control Systems to allow schedule and use changes in County facilities.
  • Maintains and repairs all types of large HVAC systems including chiller water, water cooled, reciprocating and centrifugal systems including pumps, cooling towers, both pneumatic and digitally controlled.
  • Install and programs computer based energy management systems to control energy use by County facilities.
  • Evaluates and recommends new products that may be beneficial to lower maintenance and operating costs of County HVAC equipment.
  • Maintains written maintenance and inspection records.
  • Works in a safe manner and reports unsafe activity and conditions. Follows County-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in County's Safety Handbook.
  • Maintains clean and safe mechanical and electrical rooms. Notify supervisor of mechanical and electrical room requirements beyond scope of cleanliness and safety (ie; painting of floor required, painting, etc.).
  • Respect and responds to direction given by General Services Director and Maintenance Technician II when required.
  • Required to respond to 24-hour emergency calls to perform building or equipment repairs during off-duty hours.
  • Performs other duties within the department as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
   Knowledge Of:

  • Building trade skills, including but not limited to HVAC, plumbing and electrical systems.
  • Building Automated Control Systems and digital electronic HVAC controls.
  • Maintaining and repairing all types of large HVAC systems in a commercial, residential and industrial environment.
  • Installing and programming computer based energy management systems.
  • Federal (EPA) regulations on handling of refrigerants and related chemicals.
  • Federal (OSHA) regulations and County policies regarding safe work practices relating to use of power tools, ladders and power lifts, and repair and maintenance materials.
  • Ordering materials to complete work assignments.
  • Local/State/Federal codes to perform installation, maintenance and/or repair work which will meet code requirements.
  • Methods and techniques required in lifting, moving, stacking, storing, and protecting tools, equipment and materials.
  • Preventive Maintenance Techniques.
   Ability To:
  • Follow written and oral instructions.
  • Read and interpret technical manuals, blueprints and diagrams.
  • Strong troubleshooting abilities.
  • Read and interpret mechanical, electrical and pneumatic schematics related to the HVAC trade.
  • Understand air balancing and the effects in has on a HVAC system.
  • Operate power equipment.
  • Operate hand tools.
  • Safely operate County vehicles and/or construction equipment in all weather conditions.
  • Operate a personal computer and related software and demonstrate proficiency to prepare work orders, documents, e-mail and timesheets.
  • Use miscellaneous office equipment.
  • Prepare written reports.
  • Communicate effectively with the public and other employees.
  • Maintain and repair all types of large HVAC systems.
  • Install and program computer based energy management systems.
  • Perform preventive maintenance and repair all heating and ventilating equipment, control systems, refrigeration and computer control systems.
  • Repair and replace electrical components.
  • Install piping and pumps.
  • Analyze gauge and meter readings.
  • Distinguish frequencies and sounds, color codes and odors in the operation of equipment in order to troubleshoot for repairs.
  • Maintain detailed records of activities and completed work orders.
  • Make mathematical calculations.
  • Establish and maintain effective working relationships with co-workers, supervisors, County employees and the general public.
  • Complete OSHA/Safety training as required.
  • Be flexible in responding to changes in schedules and job priorities.
  • Work with minimal supervision.
  • Understand and prioritize work plans to complete assignments with quality work and in a timely manner.
  • Acquire additional skills to maintain technical competencies.
  • Work well under pressure.
  • Present a professional, positive and helpful attitude at all times when interacting with County employees, co-workers and the general public. Exhibits an understanding of Human Relations and functions as a "team player".
  • Observe additional maintenance needs requiring attention and report those to the appropriate supervisor.
  • Familiarity with residential HVAC installation, service and preventive maintenance.

ADVERSE WORKING CONDITIONS/ENVIRONMENTAL HAZARDS/PHYSICAL REQUIREMENTS:

  • Operates lawn maintenance equipment in which special precautionary measures may need to be followed.
  • Exposure to chemicals.
  • Exposure to inclement weather.
  • May work in various adverse conditions such as tight or enclosed spaces, heights, and temperature extremes.
  • May be required to bend, crawl and/or kneel to access areas requiring repair or installation.
  • May be required to lift up to 100 pounds occasionally and up to 50 pounds regularly.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • High School diploma or GED equivalency; and
  • HVAC Master's License issued by the Virginia Department of Professional and Occupational Regulation.
  • Journeyman Licensed individuals may be considered with an understanding that a Master's License issue by the Virginia Department of Professional and Occupational Regulation can be obtained within 6 months of employment.
  • CFC Certification.

SPECIAL QUALIFICATIONS:

  • Valid Commonwealth of Virginia Drivers License.
  • May require Federal (EPA) and Virginia State Refrigerant Certification.
  • HVAC certifications preferred.
  • Must submit to Criminal Background, DMV Record Check and testing under the Drug Free Workplace Policy
