TITLE: Family and Youth Services Coordinator

Summary:

Under the direction of the County Administrator, the Family and Youth Services Coordinator (FYSC) will be responsible for the strategic leadership of the County's Family and Youth Services Program. Under his/her guidance, the FYSC will oversee the strategic development, management, County-wide system evaluation, planning and resource development of the Program by promoting community awareness, open communication, improved coordination, and the establishment of community workgroups. The FYSC must demonstrate a commitment to develop more local services so the County will realize a significant impact on prevention and early intervention, an increase in the calibration between public and private Louisa County child and family organizations and improved resource sharing.

The FYSC must be able to demonstrate a proven ability to identify patterns, trends and gaps in family services/service delivery, while initiating and recommending cost effective approaches to eliminate the gaps. He/she must also have verifiable successes in designing and executing a strategic business plan that oversees reporting and monitoring of program performance metrics that is accountable for the measurement, assessment and continuous improvement of the program.

The responsibilities of the FYSC include the development, implementation and management of the County's Youth and Family Services Program. Additional responsibilities also include directing the strategic plan, developing and establishing operating policies, evaluation and oversight of the administrative and financial operations and recommended program improvements. This is a newly created and highly visible position that must deal positively with the public and elected officials while at all times exercising discretion and maintaining confidentiality. The successful applicant will have skills that demonstrate an ability to work proactively and courteously with citizens, state and local officials and County Staff.

This is an Administrative/Executive Exempt position and reports directly to the County Administrator as a Department Head/Director.

Essential Functions:

  • Evaluate and implement programs, policies and procedures, to increase program and service delivery effectiveness, efficiency and economy.
  • Develop short and long term strategic business and financial goals and objectives, and advise the County Administrator regarding any issues affecting program goals and objectives.
  • Serve as liaison to federal, state and local agencies and as designee for the County Administrator.
  • Direct the day-to day administrative and financial operations of the CSA office and coordinate implementation of services under the Comprehensive Services Act.
  • Establish policies, procedures and standards for the CSA functions and administration.
  • Develop and monitor CSA pool funds and oversee all areas of fiscal management; maintain CSA program expenditures to comply with internal controls, budget requirements and State guidelines, including quarterly and annual financial goal management, compilation and submission of fiscal and statistical reports.
  • Collect and disseminate information on available services with an emphasis on effectiveness, efficiency and economy.
  • Collect and assemble data necessary to the CSA fiscal process and to the CSA service development process in order to develop and monitor 5 year tends and statistics process.
  • Ensure grant proposals are prepared, submitted and administered appropriately and in a timely fashion.
  • Recommend CSA program services, service providers, and changes in service; negotiate service contracts with private and public vendors, investigates and audits questionable fees or services.
  • Increase community awareness regarding services through the development and maintenance of the Louisa County Family Services Guide that will educate and assist families and agency staff, in identifying and obtaining the services they need.
  • Oversee the Utilization Review/Management Process.
  • Serve as liaison between CPMT and FAPT by participating in meetings and advocating changes in law, policy, and procedures that will improve community conditions for youth development.
  • Ensure that all possible revenue sources are pursued for each child. Develop and maintain control measures to ensure compliance with Foster Care guidelines.
  • Build and maintain professional relationships with subject matter experts and professional groups, including the Office of Comprehensive Services and the CSA statewide Coordinators groups, by attending meetings, etc. to share information and maintain knowledge of trends and developments in family services issues to create an awareness of what other localities and state agencies are doing about improvements in serving children/families in their home community.
  • Keep apprised of local community developments and events through coordination with Louisa County agencies, schools, community, groups, churches, etc.
  • Prepare Board of Supervisors Annual Presentations for September meetings for review by the County Administrator and County Attorney.
  • Perform other leadership, planning and administrative duties as assigned.

Knowledge, Skills and Abilities:

The knowledge, skills and abilities for the position include:

  • A comprehensive understanding of the principles, practices and administration of effective youth programs, the Comprehensives Services Act and the Virginia Juvenile Community Control Act and considerable knowledge of local State and federal ordinances, rules and regulations governing CSA programs.
  • Considerable knowledge of social work principles, techniques and practices and their application to CSA problems.
  • A thorough awareness of the variety of services and programs available for at risk youth and families; a thorough knowledge of the services provided by service agencies; general knowledge of the demographics of the service area; ability to interpret and apply policies and regulations; ability to advocate with other human service professionals, skill in negotiating and administering service contracts; ability to maintain detailed records; ability to conduct studies, and analyze findings.
  • An in-depth knowledge of principles and practices used in the evaluation, diagnosis and treatment of adolescents and children with server emotional and/or behavioral problems.
  • Considerable knowledge of the practice and knowledge of supervisory principals and practices and the ability to work effectively with both groups and individuals; proven skills in negotiation and arbitration; strong financial management skills; extensive knowledge of sound casework practice; superior oral and written communication skills; strong analytical and problem-solving skills; considerable knowledge of evaluation and assessment techniques and applied statistics; ability to develop and deliver presentations and to speak effectively before large groups.
  • A keen understanding of city and state personnel policies and procedures, agency goals and objectives, and community trends and resources impacting the Social Services and financial services program development.
  • Ability to effectively adhere to grant and local regulations and policies, ability to effectively write grant applications and appropriate reports.
  • Ability to exercise considerable initiative and sound judgment in analyzing and applying standards to a variety of situations.
  • Ability to exercise consider tact, courtesy and discretion in contact with program applicants and clients and the ability to explain rules, regulations and policies of CSA programs in terms understood by the applicants and the general public.
  • Ability to travel and work outside normal working hours to include evenings, weekends and holidays to accommodate the needs to the clients, the department and the County.

Working conditions and environmental hazards generally associated with the performance of the essential functions of the position:

The regular workweek is Monday through Friday from 8:30 a.m. until 5:00 p.m. with a thirty-minute lunch break. This position will require a flexible schedule to accommodate the needs of the department and the County to include evening, weekend and occasional holiday hours. Employee is subject inside conditions; no environmental hazards associated with the essential functions of the position.

Strength requirement associated with the essential functions of the position:

Light to moderate work, exerting up to twenty (20) pounds of force occasionally; and/or up to 10 pounds of force frequently; and/or a negligible amount of force constantly to move objects.

Education and Experience:

Graduation from a four year-college or university with a degree in Social Work, Human Services, Public Administration, Accounting, Business or a related field and successful leadership experience in business or government is preferred. Masters or other advanced degree preferred. Applicant must also consent to a background check including criminal record, driving record, substance abuse testing and must possess a valid driver's license and obtain a Virginia Operator' license within six (6) months of employment.
