SUMMARY:
Reporting directly to the Director of General Services the Electrician III will work independently, perform master level electrical work in the installation, alteration, maintenance, and repair of electrical systems, equipment, and fixtures in accordance with standard practices of the electrical trade. The incumbent will also perform preventive maintenance to ensure the electrical systems remain in good working order. May be assigned to other maintenance duties in the assigned department. The work is performed independently or under the direct supervision of either the Maintenance Technician II or Director of General Services. The principal duties of this position are performed in a public building environment that may include working on rooftops, high range boom trucks, and in adverse weather conditions and hazards involving the use of power tools and equipment. The incumbent may also be used for temporary or part-time staffing as determined by the needs of the County.
ESSENTIAL DUTIES AND RESPONSIBILITIES (may vary with specific positions; this list is not exhaustive and may be supplemented as necessary):
- Performs work required for the repair, maintenance, installation and modernization of electrical systems for buildings, equipment and grounds.
- Maintains and repairs equipment used in 24-hour operations.
- Performs work of a skilled variety demanding a high degree of manual and technical competency.
- Develops electrical scopes of work for both new installations and renovations.
- Assists in the establishment and implementation of preventive maintenance programs, County electrical systems and facilities.
- Supervises Electrician I and II personnel.
- Installs and maintains motors, coils, transformers, and control equipment.
- Installs and maintains water pump and booster stations consisting of various horsepower.
- Installs and maintains transformers, substations, and related control equipment (motors, generators, pumps).
- Installs, maintains, repairs and re-lamps outdoor lighting at various County buildings, refuse sites, and ballfields.
- Designs functional electric circuitry for electrical systems.
- Operates earth moving equipment, aerial equipment, and pneumatic equipment in the installation and repair of electrical equipment.
- Repairs malfunctions by such methods as replacing burned out elements, fuses, and replacing defective wiring, cleaning and repairing motors.
- Tests electrical equipment such as, motors, heaters, and controls for safety and efficiency, using standard test equipment and by observing functions.
- Installs fixtures, wiring conduits, and other electrical equipment.
- Inspects circuits for specified shielding and grounding.
- Knowledge of security and fire alarm systems.
- Documents information on preventive maintenance file on electrical equipment and machinery and monitors a preventive maintenance program.
- Respects and responds to direction given by Maintenance Mechanic II or the Director of General Services.
- Operates a variety of power tools.
- Understands and carries out oral and written directions.
- Comprehends, implements and follows the policies and procedures of the department.
- Maintains county facilities, shop and garage areas, storage sites and other buildings in a clean and orderly condition.
- Works in a safe manner and reports unsafe activity and conditions. Follows County-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in County's Safety Handbook.
- Required to respond to 24-hour emergency calls to perform building or equipment repairs during off-duty hours.

KNOWLEDGE SKILLS AND ABILITIES:
Knowledge Of:
- Electrical construction and maintenance, including installation of all sizes of electrical conduit, cables, wires, switches, automatic starting equipment, lighting.
- Standard practices, materials, tools, equipment and safety precautions used in the electrical trade.
- Federal (OSHA) regulations and County policies regarding safe work practices relating to use of power tools, ladders and power lifts, and repair and maintenance materials.
- County policies and procedures; County rules; regulations and procedures.
- Local/State/Federal codes to perform installation, maintenance and/or repair work which will meet electrical code requirements; extensive familiarity with NEC, NEMA, NFPA and OSHA.
- Methods and techniques required in lifting, moving, stacking, storing, and protecting tools, equipment and materials.
- Preventive Electrical Maintenance Techniques.
Ability To:
- Follow written and oral instructions.
- Distinguish between the full range of colors in the color spectrum to work with electrical wires.
- Locate and adjust defects in electrical systems and equipment.
- Read and interpret operation and maintenance instructions, procedure manuals, blueprints and diagrams.
- Make mathematical computations.
- Define problems, collect data, establish facts, draw valid conclusions and implement appropriate solutions.
- Make precise arm-hand positioning movements (i.e., operates and electric hand drill).
- Lift arms above shoulder level to work in ceiling areas or on lighting fixtures.
- Work at heights greater than ten feet; climb ladders and steps to reach work areas.
- Operate hand tools.
- Safely operate County vehicles and/or construction equipment in all weather conditions.
- Establish and maintain effective working relationships with co-workers, supervisors, County employees and the general public.
- Complete OSHA/Safety training as required.
- Be flexible in responding to changes in schedules and job priorities.
- Perform multiple tasks simultaneously.
- Understand and prioritize work plans to complete assignments with quality work and in a timely manner.
- Acquire additional skills to maintain and enhance technical competencies.
- Work well under pressure.

- Communicate orally with customers, clients, or the public in face-to-face one-on-one settings, or using a telephone.

- Observe additional maintenance needs requiring attention and report those to the appropriate supervisor.

ADVERSE WORKING CONDITIONS / ENVIRONMENTAL HAZARDS / PHYSICAL REQUIREMENTS:
- Exposure to inclement weather.
- May work in various adverse conditions such as tight or enclosed spaces, heights, and temperature extremes.
- May be required to bend, crawl and/or kneel to access areas requiring repair or installation.
- May be required to lift up to 100 pounds occasionally and up to 50 pounds regularly.
- Must possess strength, stamina and mobility to perform heavy physical work.
- Operation of motor vehicle and/or heavy construction equipment.
- Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
- Hearing and speech to communicate in person and over the telephone and/or radio.
- Any employee may be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
- Must be available for regular standby assignments and work scheduled for regular standby assignments; for work scheduled off-hours; for emergency overtime as required.
ACCEPTABLE EXPERIENCE AND TRAINING:
- High School diploma or GED equivalency; and
- Supplemented by courses in the electrical trade; and
- Master Electrician's License.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
SPECIAL QUALIFICATIONS:
- Valid Commonwealth of Virginia Drivers License.
- At the option of the County, persons hired into these classes may be required to possess at entry or obtain within specified time limits designated licenses, certificates or specialized education and training relevant to the area of assignment.
